Power Policy: Role of the Ministry (Power Department)
- Initiating Policy matters on Generation, Transmission, Distribution, Tariff and private sector participation.
- Monitoring of the activities of Power Holding Company of Nigeria (PHCN) with a view of ensuring that the objectives of the Federal Government on power is achieved.
- Participate in international, multilateral and bilateral functions of Federal Government on power;
- Advising the Government on the formulation, execution and review of policies and programmes on matters relating to power generation, transmission and distribution and other related matters.
Challenges
The following are the challenges facing the policy:
Inadequate power generation transmission and distribution capacity;
Inadequate and non-complimentary investment in generation, transmission and distribution by Government.
Limited access to electricity infrastructure and low connection rate;
Un-metered consumption, technical losses, theft of electricity, Vandalism, Inadequate billing and poor revenue collection practices; and
Unviable tariff structure and lack of adequate capital
Create enabling environment to attract investors and resources; and
Ensuring that subsidies are efficiently targeted.
Measures taken on the challenges of the sector: These are categorized into short term and long term objectives.
SHORT TERM OBJECTIVES
The short-term measures which started since 2001 consist of the following:
Rehabilitation of existing Power Plants;
Reinforcing and upgrading transmission and distribution facilities; and
Expansion of generation, transmission and distribution facilities.
SHORT-MEDIUM TERM OBJECTIVES
Attract Private sector participation and investment;
Promote competition to meet demand through full liberalization of the electricity market; and
Develop efficient, reliable and cost effective system of generation transmission and distribution.
LONG TERM OBJECTIVES
Provide universal access to electricity, although not necessarily through the grid;
Increase rural access to electricity service. |
