The Departments

The statutory responsibility of the Ministry is discharged through eight (8) Departments and Five (5) Units namely:

The Ministry's programmes are also implemented by five (5) parastatals viz:-

Rural Electrification Agency (REA)
Functions of Departments
1. The Power Department of the Ministry is made up of two Divisions; Engineering, and Marketing & Distribution. The Department is principally responsible for supervising the Power Holding Company of Nigeria (PHCN), to ensure that approved policies are properly and effectively implemented.
2. Electrical Inspectorate Services EIS) Department. The EIS Department is charged with the responsibility of performing the following functions:-
Inspection and certification of electrical installations
Licensing of private electricity generator
Licensing of Electrical contractors
Investigation of Electrical accidents
Drafting and Revision of electricity regulations
Liaison with Energy Commission of Nigeria on Energy Matters
The Department discharges the above functions through 15 Zonal Offices, including Abuja .
3. Steel Department The Department comprises four (4) Divisions and the overall function includes:
(i) Formulation of policies for the Steel Sector
(ii) Supervision and monitoring of all Steel Sector Parastatals
(iii) Liaising with the African Iron and Steel Association (AISA)
4. Metallurgical Inspectorate and Raw Materials Department (MIRMD) The Department was established in October, 1992 by Government decision as published in Official Gazette No. 43 of that year. The Department performs the following functions:-
(a) Regulation, through an appropriate Act, the performance of the metallurgical industries in liaison with the operators of the sector.
(b) Setting up standards for steel produced in the country and monitoring of competence guidelines.
(c ) Inspection, testing and certification of metallurgical installations by both private and public organizations.
(d) Environmental protection and safety in Metallurgical plants.
(e) Supervision and monitoring of the National Steel Raw Material Exploration Agency (NSRMEA), Kaduna for its exploration and exploitation activities on local raw materials for the steel industries;
(f) Supervision and monitoring of National Metallurgical Development Centre (NMDC), Jos for its research activities on the development and upgrading of local raw materials for metallurgical plants, especially the steel industries.
5. Aluminium Department The Department was created in the Ministry following the transfer of the Aluminium Development to the Ministry in February 1992. The Department initiates and implements policies for aluminium development and as well oversees the affairs of the Aluminium Smelter Company of Nigeria (ALSON). It co-ordinates the local sourcing of raw materials for use by the plant. The Department is also involved in the management and development of the nation's Aluminium Industry. To energise the Aluminium sector, the Department has commenced work on the formulation of a virile Aluminum policy for the nation.
6. Personnel Management Department (PMD) The Department is responsible for the development of human resource for the Ministry by the following functions :-
(a) Establishment matter
(b) Appointment promotion and discipline of certain categories of staff
(c) Staff welfare training
(d) Maintenance of personnel records
The Department operates two (2) Divisions namely:
(a) Appointments, Promotion and Discipline (APD) Division
(b) Staff Welfare and Training (SW&T) Division
10. Planning, Research and Statistics(PRS) Department . PRSD performs the following functions:-
(a) Development Plans/Medium and Perspective
(b) Monitoring and Evaluation of Plan Implementation
(c ) Secretariat of the Ministerial Tenders Boards
Sectoral Research
(e) Sorting and monitoring performance and Efficiency Targets
(f) Collection, processing and dissemination of data and statistics relating to the functions of the Ministry and its Parastatals;
(g) Management of the Ministry's records and Information resources; Data Bank and Computer Services, Registry and Library;
(h) Multi-lateral and Bilateral Relations with the International Community as regards the mandate of the Ministry;
Liaison with relevant bodies outside the Ministry; and
(j) Printing and Publication of Information documents such as Annual Reports and Ministerial Press Briefings.
7. Finance and Supplies(F&S) Department The Department is charged with the following responsibilities;
MISSION STATEMENT
Department of Finance and supplies is responsible for preparation of annual budgets, collection, disbursement and documentation of receipts and payments. General maintenance of properties and assets including vehicles, supplies and custody of store items.
VISION STATEMENT :
Our vision is to ensure that the core targets stipulated annually are achieved using the Appropriation acts, Treasury Circular, Financial Regulations and other relevant documents as a guide.
GOALS :
Preparation and proposal of the Ministry and Parastatals annual budgets
Projecting revenue and expenditure estimate
Linking Ministry and Parastatal's spending to the strategy articulated in National Economic Empowerment & Development Strategy (NEEDS)
Advising the Ministry and Paraststals of their expenditure envelopes (ie the amount that they have available to spend on their personnel costs, overheads, projects and programmes that will enable them fulfil their mandates) over the period.
Ensuring that deficits are not created by aligning Ministry and Parastatsls spending will their envelops.
Receipt and disbursement of funds
Monitoring of revenue generation
Monitoring and evaluating budget performance of the Ministry and Prostate's
Maintenance of fixed and moveable assets of the Ministry
Purchase, Custody and distribution of office equipment and furniture
Settlement of utility bills eg. NEPA (PHCN), NITEL, Water Rates and Sewage disposal
OBLIGATIONS TO THE CLIENT
(a) The Department ensures that approved amount for Tenders, Contracts Registration Fees and Licenses are charged and collected.
That payment is made as and when due in accordance with the Due Process procedures.
It also ensures all deductions like Income Taxes, Value Added Tax, With Holding Tax, Pension deductions National Housing Funds, National Health Insurance Scheme, funds are remitted accordingly.
Prompt payment of salary to staff of the Ministry.
Prompt payment to contractors for projects executed like rural electrification projects
It ensures that all the programmes and projects of the Ministry are captured in the budget.
The department makes sure that Due Process Certificates are obtained and therefore liaises with the Office of the Accountant-General of the Federation and the Central Bank of Nigeria to facilitate payments.
8. Legal Unit The Unit renders legal advice on a wide ranging matters relating to;-
Personnel and Compensation matters
Contract Agreements
Tenancy/Lease Agreements
Commercial Agreements
Bilateral/Multilateral Agreements
Consultancy Agreement
Memoranda of Understanding and other Regulations
The Unit defends cases ranging from breach of contract to wrongful dismissal brought by corporate bodies and individuals against the Ministry or against some parastatals under the supervision of the Ministry in various courts across the Federation. The Unit also prepares tenancy agreements and contract documents relating to the contractual obligations of the Ministry and its parastatals.
9. Public Relations Unit s (PRU) The Unite is responsible for projecting the programmes, policies, plans and activities of the Ministry through press releases and statements, press conferences, articles, pamphlets, brochures, posters, films and photographic journals and public lectures.
10. Internal Audit Unit (IAU) The Unit provides complete and continuous audit of all accounting records of revenue, expenditure, plant and allocated stores of the Ministry. It also pre-audits all payments vouchers and staff payrolls, thus ensuring that transactions and jobs executed as well as acquired assets are verified before payments are made.
11. Servicom Unit The Unit ensures that the Ministry provides prompt and efficient service to its customers, in line with its Charter to the Nigerian people.
12. Independent Corrupt Practices and Related Offences Unit The Unit is charged with the responsibility of investigating all allegations of official corrupt practices and brought against any official of the Ministry.
METALLURGICAL TRAINING INSTITUTE (MTI)
13. The Metallurgical Training Institute is one of the allied metallurgical industries that emerged when the defunct Nigerian Steel Development Authority (NSDA) established by Decree No. 19 of April, 1971 gave way for the established of the present Federal Government steel plants, rolling mills and other allied metallurgical industries.
The Institute blends science and technology in the training of intermediate manpower required in the metallurgical and allied industries for equipment maintenance in the following fields:-
(i) mechanical engineering
(ii) industrial electric engineering
(iii) automobile/instrumentation and control engineering
(iv) structural fitting and construction engineering
(v) heavy mobile equipment maintenance engineering
The Institute provides long and short term training and since inception has turned out many skilled middle level technicians. MTI courses are currently under consideration for accreditation process by the National Board for Technical Education
NATIONAL METTALLURGICAL DEVELOPMENT CENTRE (NMDC)
14. The Centre was established in 1972 as one of the organs carved out of the defunct Nigerian Steel Development Authority (NSDA). NMDC is charged with the responsibility for the upgrading or beneficiation of local ores for steel production, improving the process in iron and steel making, application of fundamental scientific knowledge to meet the need in the production of steel, thereby providing Nigerians with the know- how in those crucial areas where dependence on foreign expertise could be minimized.
NATIONAL STEEL RAW MATERIALS EXPLORATION AGENCY (NSRMEA)
15. National Steel Council Decree 60 repealed the Steel Development Authority Decree No. 19 of 1971, thus establishing six (6) autonomous companies. The Exploration and Mining Division of the National Steel Council (NSC) metamorphosed into the National Steel Raw Materials Exploration Agency in 1987. The Agency has the statutory responsibility for the exploration of raw materials used in the steel industry.
POWER HOLDING COMPANY OF NIGERIA (PHCN)
16. The Electricity Corporation of Nigeria (ECN) was established by Ordinance No.15 of 1950 and was responsible for controlling all the existing diesel/coal isolated power plants (undertakings) all over the country. After about twenty two years, Decree No. 24 of 1 st April, 1972 merged the Niger Dams Authority (NDA) with ECN to give birth to the National Electric Power Authority (NEPA). In 2004, as a result of the reform program of Government, Power Holding Company of Nigeria was established after NEPA was unbundled into six succession generation companies, one transmission and eleven distribution companies.
RURAL ELECTRIFICATION AGENCY (REA)
17. The Rural Electrification Agency (REA ) is charged with the responsibility of implementing the Federal Government Rural Electrification Programme which expands access to electricity in rural and semi-urban areas to facilitate and hasten the economic development of these areas and improve the standard of living of the citizenry.
